    Israel’s efforts in international development and humanitarian aid date back to the first decade after the country’s independence. Today the National Agency for International Development Cooperation (MASHAV), a division of the Ministry of Foreign Affairs, the Israel Defense Forces and a number of non-governmental organisations such as IsraAID, Israel Trauma Coalition, Magen David Adom provide extensive development cooperation, disaster relief and humanitarian assistance. The priority sectors of Israel’s bilateral development cooperation are early childhood education, rural and community development, emergency and disaster medicine, public health, women’s empowerment, water resources management, desert agriculture and combating desertification.
     
    Next to its direct neighbours Jordan, Syria, the West Bank and the Gaza Strip, and a wide range of developing countries in Africa, South-East Asia and South America, Israel also supports several European countries, especially in dealing with the refugee crisis, the latest terror attacks and humanitarian challenges such as the recent floods in the United Kingdom.
     
    MASHAV's bilateral development cooperation is mostly provided in the form of technical cooperation projects and capacity building, provided both in Israel and the respective developing countries. MASHAV's philosophy is to encourage professionals from the developing world to find their own solutions to development issues and adapt them to the reality of their countries’ own specific needs and potential. Demand driven programmes, country ownership and improved coordination are examples for the (internationally recognised) principles that guide the cooperation efforts in order to increase aid effectiveness.
