Prerequisites to Apply
- For information regarding registering as an Israeli citizen, see further instructions and eligibility here.
- Adult applicants must visit Israel at least once in 5 years. Every application is examined according to the Israeli law, to determine eligibility for a traveling document and its type
- Applicants above the age of 16.4 years must have served in the Israeli army or have a valid exemption or a valid deferral from a service (see further information regarding exemptions and deferrals here)
- Oleh Chadash (עולה חדש) who lived in Israel for less than 3 years out of 5 years is eligible for a Traveling Document (Laissez Passer) and not a Passport
- Oleh Chadash (עולה חדש) who lived in Israel for at least 3 years out of 5 years is eligible for a Passport
- Israeli citizen who hasn’t visited Israel at least once in the last 5 years must present a valid printed e-ticket to Israel with the citizen's full name and future flight date. Eligibility for a traveling document and it's type will be determined on the day of your arrival to the Consulate
- Applying for an Israeli traveling document does not guarantee a traveling document. Your application will be examined according to the Israeli law to check your eligibility for a traveling document, it's length and type.
- Israeli citizens that never owned an Israeli passport cannot apply by mail! Please contact the consulate with your ID number and the reason for the request.

Required documents to send by mail/bring in person:
- Current passport / Laissez-passer
- 2 passport photos on white background 2*2 inches (for new or renewal)
- For renewal – Fill out an application for renewal and print. Download here
- For extension – Fill out an application for extension and print. Download here
- Payment with credit card: Fill out an application for credit card payers (American Express excluded). Download form here. Cash and personal checks are not allowed! See below for the correct fees.
- If you would like to receive your documents back by mail, please add this form filled out to your application.
- Citizens that haven’t visited Israel at least once in the last 5 years must send a plane ticket to Israel with their full name and future departure date. The application will be checked and citizens will receive an answer according to their eligibility for a traveling document.
- In case of a renewal due to a stolen, lost or damaged traveling document – Applicant must fill out a declaration (preferable digitally and signed by hand) and print. An additional fee may occur. Declaration can be downloaded here. Applicant must show a form of an Israeli ID for identification purposes (teudat zehut, Israeli driver's license, previous passport)

- Minor citizens must have their application signed by both parents in the presence of a notary public + a copy of the Israeli passport of each parent (foreign passport if one of the parents is not Israeli)

Difference between a Renewal of a Traveling Documents to an Extensio
n
- A traveling documents (passport or laissez-passer), issued outside of Israel (non-biometric) can be valid for up to 5 years from the day of it's issue.
- If you're holding a traveling documents that is valid for less than 5 years from the day of it’s issue, your traveling documents may be eligible for an extension.
- Example for a traveling document eligible for an extension:
- A passport, non-biometric, that was issued in Houston, on 02.22.2017, may be eligible for an extension until 02.20.2022
- Example for a traveling document not eligible for an extension:
- A passport, non-biometric, that was issued in Houston, on 01.30.2012, is not eligible for an extension, since it's extended date is smaller from the current year.
Requirements for Filling Out the Forms
- Citizens must fill out their full name on the application. If a mismatch is found between the name on the application to the name in the Ministry of Interior, the citizen will be required to apply for name correction before applying for a renewal or extension
- Application must be written in clear handwriting
- Email address must appear in capital letters
- Make sure to fill out an address and phone number in the US
- Make sure to sign in the right place
Receiving and handling application by mail takes up to 6 weeks. The renewed or extended traveling document will be sent back to the citizen to the requested address. In case your application could not be processed for any reason, your request will be sent to you, with all your materials.
Notes and Exceptions
- Israeli citizen that hasn’t visited Israeli at least once in the last 5 years, may receive a traveling document with modified expiration date until his next visit to Israel
- Israeli traveling documents that were issued in Ben Gurion Airport (valid for one year) cannot be extended. Citizen must apply for a new traveling document. Application can be downloaded here
- Holders if a biometric Israeli passport, applying for a new non-biometric traveling document, are eligible for a one year traveling document. The traveling document may be eligible for an extension close to it's expiration date
Attention: Most police offices around the world report to the global Interpol in Lyon, France on any stolen/lost passport of citizens around the world. If your passport has been reported stolen/lost by you to the local police, or the police in Israel, know that it's been reported to the global Interpol and this passport is no longer valid for use. If you found your passport, after reporting to the police, using the passport might cause delays in entering/departing from borders of many countires. You must renew the passport in the one of the Consulates or Embassies around the world or in the Ministry of Interior in Israel. (last update: February 2019)
The Consular department provides this service to all Israeli Citizens living or traveling abroad who need to travel to Israel and their traveling document is about to expire. Israeli citizens must enter and exit Israel with a valid Israeli passport at all times.
Types of traveling documents that can be issued at the Consulate: non-biometric Passport , non-biometric laissez-passer, one time traveling paper valid for two weeks (only valid for a flight to Israel). Eligibility for a traveling documents and it's type will be determined on your visit to the Consulate.
