behalf of Israel, via the Israel's Agency for International Development
Cooperation (MASHAV), Ambassador of Israel in Hanoi Nadav Eshcar.
The MOU provides the framework
for a cooperation plan between the two sides on training, consultations and
exchanges of expertise, mainly on drought management, which is a crucial need
to many parts of the region. Following the signing ceremony, implementation
will start instantly.
As relations between Israel and
the Mekong Basin countries are booming in the last years, Israel is happy to
share its knowledge and expertise on those issues with its friends, and
contribute to finding much needed solutions to some of the challenges which the
Mekong Basin faces.
Israel is a world leading
country in the fields of smart agriculture and water management, and masters a
variety of solutions to drought conditions. It’s agency MASHAV has been sharing
experience, know-how and technologies with developing countries since 1957,
based on the country’s own development experience, and guided by the
Sustainable Development Goals (SDG's) 2030 Agenda for Sustainable Development.
The Mekong River Commission is
an inter-governmental organization, which is mandated by its member governments
(Viet Nam, Lao PDR, Thailand and Cambodia) to promote and coordinate the
sustainable development of the shared water resources of the Mekong River
Basin. It works to ensure the efficient
and mutually beneficial development of the Mekong River Basin while minimizing
the potentially harmful effects on the people and the environment in the Basin.
The Mekong River region in
recent history has to work and coordinate on its common issues of water
sources, ecological environment, disaster management, climate change response
of which drought prevention and its effects management are given growing
importance.
