    The mechanism for assigning responsibility for the use of chemical weapons in Syria:

    The UN Joint Investigative Mechanism (JIM) document unequivocally determines that the Assad regime is responsible for killing dozens of people through the use of lethal gas in Khan Shaykun. The report provides additional evidence both of the Syrian regime's continued deadly chemical weapons capabilities and its willingness use them.
