On Sunday, July 15, 2012 Ambassador Daniel Biran spoke to some 30 Police chiefs, Emergency Medicine Directors, and other Emergency 1st Responders, along with 20 EMS students at Philadelphia University on the topic of "Challenges of Haiti - Preparations and Outcomes for an International Rescue Operation."

Biran's 90 minute presentation to professionals and students was well received, and was augmented by an address from an IDF representative speaking on "Emergency Medicine in the new age of Tactical Warfare."

Both presenters gave "real world" examples of critical decisions that need to be made when performing emergency services.

The professionals attending the event, remarked on "culture" differences in regards to Israeli methods, particularly to the Haiti rescue mission carried out by the IDF. With admiration they shared their "take-away" understandings regarding Israel's assertiveness in overcoming challenges. Many reflected on Biran's remarks concerning the Israeli decision to not wait for permission to land in Haiti before take off, but to instead share with the overburdened US officials coordinating Port Au Prince's sole airport runway, that Israeli rescue "planes were in the air," and on their way.

The program was hosted by Professor Jean Bail, Director of Disaster Medicine and Management at Philadelphia University, and organized by the Institute of Terrorism Research and Response, with support from the Consulate General of Israel in Philadelphia.
