    ​The Israeli Embassy spokesperson, Mr. Amir Ofek has stated that:
    “Israel appreciates the efforts of the lawyers’ delegation which visited Israel to learn about the challenges involved in dealing with minors involved in acts of militancy and violence. Regrettably, such activities continue to be encouraged by official Palestinian textbooks and television programmes which glorify terrorism and suicide terrorists. As a result under-18 year olds are frequently involved in lethal acts, ranging from the hurling of boulders at civilians cars, to the murder of five members of a single family in their beds last March. With the Palestinian Authority unable or unwilling to meet its obligation to investigate and prosecute these offences, Israel has no choice but to do so itself.
     
    A wide range of senior Israeli officials met with the delegation and openly shared Israel’s dilemmas on these issues. Israel, as an open society, has an ongoing dialogue with civil society representatives in Israel and from the international community, including the UK. Israel notes the detailed recommendations in the report and will study them closely as part of its ongoing efforts to find the most appropriate balance between preventing violence and treating perpetrators with humanity.
     
    Israel is pleased to note that the report welcomes numerous changes that it has already introduced to further enhance protection of minors, including raising the age of majority from 16 to 18, and establishing juvenile tribunals with special safeguards for youth offenders. ”
