A
policy of arrival to the state of Israel during the COVID-19 pandemic period
Foreigners who wish to arrive in the State of Israel are required
to fill out the online form "Application for an entry permit to Israel
during the COVID-19 pandemic for passengers traveling with a foreign passport".
The form is for personal application only. No companions can be
added to the application, and a separate application must be submitted to each companion.
Please note that you can indicate in the application form the
reference numbers of applications related to this application.
When filling out a form, be sure to attach/upload the references
and supporting documents, including:
1. Readable photocopy of the
applicant's passport.
2. Vaccination certificate or
doctor's approval for recovery from COVID-19 or both (depending on the
circumstances).
3. Additional documents relevant to
the reason for the arrival request, as specified in the application.

When filling out the online application form, the country in which
the applicant is currently located must be selected, and, accordingly, the
location of the Israeli embassy or consulate to which the application will be
sent for examination and processing.
It is important to emphasize that a re-application cannot be
submitted within two weeks from your last submission.

From August 4-5, 2021, citizens of Ukraine and all foreign tourists over 18 years old who have not been vaccinated against coronavirus and cross the state border to enter must install the Vdoma mobile app, which monitors self-isolation.
Self-isolation is not required if the person leaves the country within 72 hours. You can also avoid 10 days of self-isolation if you undergo PCR testing or a rapid antigen test within 72 hours of entry and get a negative result.
Unvaccinated citizens arriving from Russia or India must undergo a mandatory 14-day quarantine without the possibility of early termination.

e. Security instructions for people who wish to obtain consular services at the mission offices
1. Please bring a passport.
2. Every visitor and his belongings will be required to undergo a security check.
3. For security purposes, no personal objects will be allowed into the Embassy, including handbags, mobile phones and electronic devices.
4. Do not bring large handbags or suitcases to the Embassy.
5. Do not bring food and/or beverage bottles or containers.
6. The mission’s security directives apply to people in the consular waiting room. The instructions of the security staff must be obeyed at all times.
f. Mailing material to the mission
Material that is mailed to the Consular Department at the Embassy must be only sent to and collected from the following address:
Sending of the consular /notary documents to the embassy’s address is prohibited.
Consular/notaries material should be transmit personally.
The sender is responsible for material mailed to the mission.

i. Verification of public documents
There are two possibilities for verifying a public document:
1. Verification by means of apostille
In 1978, Israel signed and ratified the Hague Convention Abolishing the Requirement of Legalization for Foreign Public Documents - 1961 (hereinafter: the Hague Convention). The purpose of this Convention was to shorten the processes required for a particular country to recognize the official documents issued by another country, by means of apostille certification.
Public documents and certificates that were issued in one of the countries that are signatories to the above Convention, and which bear the apostille stamp, are valid for presentation in Israel, without the need for additional verification / certification by the diplomatic / consular representative at the Israeli mission.
Additionally, for countries that are signatories to the Hague Convention, no additional verification is required by the mission consul of the country for which the document is designated, if it was stamped with an apostille in Israel.

2. Verification by means other than apostille
Verification of a document in a country that is not a signatory to the Hague Convention should be implemented as follows:
After the document is verified by the competent authority in the foreign country (usually the Foreign Ministry or Ministry of Justice), the Israeli consular representative verifies the signature of the competent authority.
