From 1st March 2022 onwards, foreign nationals may
enter Israel even if they have not been vaccinated for or recovered from COVID.
Foreign
travelers who stayed outside Israel for more than 72 hours will be required to
present one of the following documents:
·
1. Negative result on
a PCR test taken in the 72 hours before boarding the flight to Israel.
·
2. Positive result on a
rapid (antigen) test at an authorized testing site, or a PCR test, taken less
than three months prior, provided the traveller enters Israel at least on day 8
after the test (the test date is considered day 1).
·
3. Exempt from testing
approved by the Exceptions Committee.
All
passengers will take another PCR test at the airport in Israel and go into
isolation until receipt of a negative result on the PCR or for 24 hours,
whichever is earlier.
This guidance applies to all foreign nationals entering Israel
including those who have not been vaccinated or recovered from COVID:
Those
who are not considered vaccinated or recovered according to the
guidelines of the Ministry of Health in Israel, and do not receive a Green Pass
after filling a statement of entry to Israel – will be required to go into
isolation in the event of exposure to a confirmed COVID case during their stay
in Israel, according to the guidance.

Vaccinated Tourists Outline
1. The Outline
1.1. As of November 1, 2021, any foreign (vaccinated) person who meets all the cumulative conditions will be allowed to enter:
1.1.1 Providing they did not stay in a red country during the 14 days before entering Israel.
1.1.2 Vaccinated with a vaccine approved by the WHO or applicable, in accordance with the conditions set forth in section 3 below.
1.1.3 There is no other impediment to bringing him into Israel.
1.1.4 Entered Israel through Ben Gurion Airport.
1.1.5 A foreigner who does not meet the above conditions will not be allowed to enter Israel through this outline, not even under full isolation conditions (For this population, the Exceptions Committees will continue operating).
2. The vaccines approved in this outline:
2.1 Moderna
2.2 Pfizer
2.3 Johnson & Johnson – Janssen
2.4 AstraZeneca
2.5 Covishield
2.6 Sinopharm
2.7 Sinovac
2.8 SputniK-V, Following the reservations set forth in Section 3.4 below.
3. Vaccination and recovery protocol approved by the Ministry of Health
3.1 Foreigners vaccinated with Pfizer / Moderna / AstraZeneca / Sinovac or Sinopharm:
3.1.1. Received two vaccine shots; 14 days or more passed since their second vaccine upon entry to Israel (but no more than 180 days upon leaving Israel).
3.1.2. Received the booster vaccine dose; 14 days or more passed since their booster shot upon entry to Israel.
3.2 Foreigners vaccinated with Janssen's vaccine:
3.2.1. 14 days or more passed since the vaccination date upon entry to Israel (but no more than 180 days upon leaving Israel).
3.2.2. Received a booster dose, and 14 days or more passed since their booster shot upon entry to Israel.
3.3 Foreigners presenting a reference that the Israeli MOH systems can digitally
authenticate,[1] to a positive result in a NAAT (Molecular test resembling PCR)
3.3.1. 11 days or more have passed since the test upon entry to Israel (but no more than 190 days upon leaving Israel).
3.3.2 Received in addition at least one dose of the vaccines approved by the WHO (in this case, time span and sequence of events is inconsequential)
3.4. Foreigners vaccinated with Sputnik, as of 15.11.21, and subject to a positive Serologist test result in Israel (will remain in isolation until a positive result is obtained).
3.4.1. Received two vaccine shots, and 14 days or more passed since their second shot upon entry to Israel (but no more than 180 days upon leaving Israel).
3.4.2. Received the booster vaccine dose, and 14 days or more passed since their booster shot upon entry to Israel.
4. The process of entering Israel:
4.1. Perform a PCR test up to 72 hours before an outbound flight.
4.2. Filling out a passenger declaration before entering Israel:
4.2.1. Passengers with a verifiable digital certificate will scan or upload their immunization or recovery certificate to the incoming passenger form and receive a green pass before boarding the plane.
4.2.2. Passengers who do not have a verifiable digital certificate will declare their vaccination status in the incoming passenger form and fill out an application to shorten the isolation period. Then, they will attach the relevant documents to receive a green pass before boarding the plane.
4.3. Boarding conditions:
4.3.1. Presenting documentation to a negative PCR test result performed up to 72 hours before the flight.
4.3.2. Presenting proof of filling the incoming passenger declaration.
4.3.3.1. Certificate of immunization attesting to the performance of vaccinations in accordance with the provisions of section 3 above.
4.3.3.2. Certificate of recovery, the Israeli MOH systems can digitally authenticate, indicating a recovery in accordance with the provisions of section 3 above.
4.3.3.3. Exceptional entry permit from the Israeli Ministry of the Interior (Exceptions’ Outline, Groups)
4.4. Conducting random document compliance check-ups by the Population Authority at Ben Gurion Airport.
4.5. Performing a PCR test upon landing at Ben Gurion Airport; remaining in isolation until a negative result is obtained, or 24 hours, whichever earlier.
4.6. For those vaccinated with Sputnik vaccines only - performing a serological test at Ben Gurion Airport; isolation until a positive test result is obtained (In addition to isolation until a negative result is obtained for the PCR test taken upon landing).
5. Events and Responses:
Event Response
1- A foreigner in transit who does not comply with the threshold conditions
His entry to Israel will be denied, and he will be returned to his country of origin.
2- A foreigner who was tested positive to COVID-19 during his stay in Israel
Will be transferred to a hospital-hotel at the responsibility of the Home Front Command; medical treatment is at the expense of the foreigner, under his insurance policy.
3- A person who received the Sputnik vaccine, but his serological test result is negative He will be allowed to remain in Israel, subject to complete isolation (14 days, with an option to shorten the time to 7 days), but may return to his country during the isolation period.
4 - A foreigner presenting a forged document Entry to Israel is denied for a period of 5 years.
5- A foreigner who is positive to COVID-19 but refuses to vacate to a motel or violates isolation rules Entry to Israel is denied for a period of 5 years.
6 - A foreigner who was not found positive to COVID-19 but still violates isolation rules Entry to Israel is denied for a period of 3 years.

Foreigners who wish to arrive in the State of Israel are required to fill out the online form "Application for an entry permit to Israel during the COVID-19 pandemic for passengers traveling with a foreign passport".
The form is for personal application only. No companions can be added to the application, and a separate application must be submitted to each companion.
Please note that you can indicate in the application form the reference numbers of applications related to this application.
When filling out a form, be sure to attach/upload the references and supporting documents, including:
1. Readable photocopy of the applicant's passport.
2. Vaccination certificate or doctor's approval for recovery from COVID-19 or both (depending on the circumstances).
3. Additional documents relevant to the reason for the arrival request, as specified in the application.
When filling out the online application form, the country in which the applicant is currently located must be selected, and, accordingly, the location of the Israeli embassy or consulate to which the application will be sent for examination and processing.
It is important to emphasize that a re-application cannot be submitted within two weeks from your last submission.
Please note that an Entry Permit DOES NOT replace a Valid Visa, and needed in addition.
For Visa please submit your application through our Visa Centre in Mumbai with all required documents for the relevant Visa and Permit Letter (without submission an online application for permit letter).
An online application for Permit Letter without relevant valid visa will be rejected automatically.

A passenger who is a son or a daughter of a parent(s) who is/are an Israeli citizen(s)
A. Copy of the parents passports.
B. Copy of the passenger - minor or the adult's passport.

D. A declaration for the obligation of the parents to register the minor or the adult in the Israeli population registry within 60 days from the day of your return from the trip to Israel, See attachment No 2 and 3.
E. Passenger declaration to comply with all instructions of the Israeli authorities, as will be given, due to the COVID-19 pandemic.

F. Proof of health insurance for the passenger, valid in Israel, throughout the visit period with clear indication of coverage for COVID-19.
G. If the passenger is a minor traveling with one of his/her Israeli parent, approval declaration of the other parent must be submitted. Attention - The declaration must be authenticated by a notary or by the Israeli Consul and a copy of the parent's ID must be attached.
H. Copy of the valid visa
A foreigner who has a first degree Israeli family member (Israeli citizen or a permanent resident of Israel) that is currently in Israel
An application may be submitted for the foreigner, their spouse and their children to visit Israel- CHILDREN MUST BE VACCINATED OR RECOVERED FROM COVID-19! PROOF MUST BE ATTACHED TO THE APPLICATION. All passengers must be fully vaccinated or recovered from COVID-19.
A. Copy of a passport or Teudat Zehut/Toshav (Israeli ID) of the first-degree relative, residing in Israel.
B. Copy of the passenger’s passport.
C. Proof of first degree relation of the foreigner and the relative residing in Israel and proof of first degree relation of the the foreigner and their spouse and children (Official documents such as birth certificate, marriage, etc.).

E. Proof of health insurance for the passenger, valid in Israel, throughout the visit period with clear indication of coverage for COVID-19.
F. Passenger certificate of vaccination or recovered from COVID-19.

Attending a wedding of Israeli citizens or permanent residents or foreigners who reside in Israel
The parents of the bride/groom may arrive to state of Israel subject to their obligation to comply with all rules of the Israeli Ministry of Health including the obligation for isolation/quarantine upon arrival in Israel. Furthermore, grandparents may attend the wedding, if they are vaccinated or recovered from COVID-19.
A. Copy of passport or Teudat Zehut/Toshav (Israeli ID) of the first-degree relative residing in Israel.
B. Proof of first degree relation of the foreigner and the relative residing in Israel and proof of first degree relation of the foreigner and their spouse and children (Official documents such as birth certificate, marriage, etc.).

D. Proof of health insurance for the passenger, valid in Israel, throughout the visit period with clear indication of coverage for COVID-19.
E. Passenger certificate of vaccination or recovery from COVID-19.
F. Copy of the registration of the request for marriage submitted to the bureaus in the religious councils or wedding registration from another alternative office + joint affidavit of the marrying couple signed before a notary.
G. Copy of the valid visa
Foreign grandparents who are requesting to visit Israel on the occasion of the birth of their grandchild (providing that the grandchild's family is residing in Israel)
Permitted only for grandparents who are vaccinated or have recovered from COVID-19. The request will be approved ranging from a month prior birth to a month post birth.
A. Copy of the grandparents passports.
B. Copy of the parents' passports.

D. Proof of birth or supporting medical documents for an expected birth.
E. Proof of family connection between grandparents and parents in Israel.
F. Passenger certificate of vaccination or recovery from COVID-19.

H. Copy of the valid visa
A foreign passenger married to an Israeli citizen or to a permanent resident of Israel
May apply for the above reason only if the Israeli citizen/resident is currently in Israel or travels with the foreign spouse.
A. Copy of the passport of the Israeli spouse / permanent residency card
B. Copy of the passenger’s passport
C. Certificate of marriage - if married. If not married - a proof of mutual life

F. Copy of the valid visa
A foreign parent of a minor Israeli child
May apply for the above reason only if the Israeli child is currently in Israel.

C. The child's birth certificate.

Attend a Funeral in Israel
Permitted for first degree family without spouse and for 24 hours only.
A. Copy of passenger’s passport
B. Copy of deceased’s passport or ID card

E. Certificate of death and/or official document approving burial in Israel

Entry of a lone soldier or a Sherut Leumi volunteer or a visit of their first degree relatives
May apply for a permit for first degree or for the soldier themselves

Students and Yeshiva Students
May apply for an entry permit through the Academic institution/Yeshiva or through the consulate. Passenger must have a valid Student Visa to Israel, otherwise, must apply for visa and permit letter with an appointment at the consulate.

B. Copy of parents’ passport (for minors).

E. Approval from the academic institution/Yeshiva
F. Approval from the Ministry of Health stating that the institution is approved to go back to physical classes (obtained from the institution).
G. Proof of vaccination or recovery from COVID-19.
H. Copy of the valid visa
