INTRODUCTION
The 21st century began with a reminder that terrorist attacks and mass casualty situations can happen anywhere. Until recently only a few countries had prepared themselves to deal with natural disasters or terrorists attacks. Over the last several years, there has been an increasing awareness of the importance of emergency preparedness to cope with theses emergency events.
A Mass Casualty Situation is an event in which hospitals are required to treat injured persons beyond their capabilities and capacities.
The State of Israel is one of a few countries with more than 60 years of experience in preparing its health care system to deal with a variety of mass casualty situations.
Rambam Health Care Campus is often on the front line of a home front war and continues to function at full strength, treating both civilian and army emergencies, as well as regular patients who continue to come to the hospital for treatment.
RAMBAM HEALTH CARE CAMPUS
Rambam Health Care Campus - one of the five largest hospitals in Israel - provides medical care to the Haifa community and tertiary care facilities to the population of northern Israel. The Campus includes more than 900 in-patient beds and employs 3,500 physicians, nurses, paramedical and administrative staff, utilizing advanced technology and imaging facilities. Rambam Medical Center is affiliated to The Bruce Rappaport Faculty of Medicine of Technion-Israel Institute of Technology, attached to Rambam Health Care Campus, and provides instruction and specialization in various medical fields.
TRAUMA SERVICES AT
RAMBAM HEALTH CARE CAMPUS
The new Trauma Unit at Rambam Health Care Campus consists of 6 fully-equipped bays prepared to treat patients 24 hours a day. The trauma team is comprised of two surgeons and two nurses. All trauma surgeons have successfully completed the ATLS course.
Rambam Health Care Campus heads the only trauma system
in northern Israel. It covers pre-hospital and hospital facilities of the north of the country, with nine general hospitals transferring severe trauma patients to Rambam.
Of the 38,000 trauma patients seen yearly in the Department of Emergency Medicine, 3,500 require hospitalization. Rambam Health Care Campus is the busiest trauma center in Israel, with over 800 severe trauma patients treated yearly in the trauma unit.
A quality improvement program is used to improve patient care and outcome, leading to an impressive reduction in mortality.
THE TEACHING CENTER FOR TRAUMA, EMERGENCY AND MASS CASUALTY SITUATIONS
The Teaching Center for Trauma, Emergency and Mass Casualty Situations [MCS] is one of the leading centers of excellence at Rambam Health Care Campus.
Since 1999, The Teaching Center has organized and successfully delivered nine international courses for physicians and nurses, entitled "Developing and Organizing a Trauma System".
Specific courses for Jordanian, Italian, Indian and Chinese physicians and nurses have been held.
ACLS courses for physicians and nurses have been held in Israel and workshops on MCS have been organized in Italy, Portugal, Costa Rica, Puerto Rico, USA, Latvia, Estonia, Thailand, India and Chile.
International courses have been held for physicians from 59 countries such as- Italy, Sri Lanka, Indonesia, Albania, Kosovo, Ethiopia, Georgia, Vietnam, Nepal, Myanmar, USA, UK, Germany, Norway, Ecuador, Peru, Chile, Colombia, Mozambique, Russia, Uruguay, Kenya, Nigeria and the Czech Republic.
The Teaching Center has organized two NATO Advanced Research Workshops on MCS and has provided advice on organizing trauma systems in Italy. It is also involved in organizing and giving advanced trauma courses to physicians and nurses in Israel.
MASHAV
MASHAV – Israel’s Agency for International Development Cooperation - at Israel’s Ministry of Foreign Affairs was founded in late 1957, and is responsible for the design, coordination and implementation of Israel’s development cooperation programs.
MASHAV concentrates on human and institutional capacity building by sharing Israel’s own development experience and expertise, imparting know-how and transferring innovative technologies and tested methodologies adaptable to developing country needs.
MASHAV’s approach is to ensure social, economic and environmentally sustainable development, joining the international community’s efforts to implement the Millennium Development Goals by 2015.
In events of natural disasters, MASHAV also provides humanitarian assistance and participates in reconstruction and rehabilitation efforts throughout the world.
The course on “Developing and Organizing a Trauma System and MCS Organization” is intended for physicians, nurses and paramedics involved in the organization and treatment of trauma victims.
COURSE OBJECTIVES
• Comprehending the continuity of treatment of trauma patients in a trauma system
• Studying the structures involved in the various phases of treatment
• Developing a model of a trauma system appropriate for the student’s country of origin
• Mass casualty preparedness

At the end of the course, the students will present a model for the establishment of a Trauma System/Mass Casualty Situation Organization in their countries. The projects will be presented to a panel of experts.
Participants will complete the course with a working plan constructed of clear ideas for the implementation of a Trauma System/Mass Casualty Situation Organization and a method for beginning the building of a Trauma System/Mass Casualty Situation Organization in their own countries.

DURATION OF THE COURSE
Sunday, March 3 - Friday, March 15th, 2013
The course will be conducted seven days weekly, and approximately eight hours per day.
Participants should arrive in Israel on Saturday, March 2, 2013, at the latest, and leave not before Friday March 15th, 2013. Provisions will not be made for accommodations before or after the course.

MASHAV, in collaboration with the Ministry of Health, will assume all costs relating to room and board (two participants per room), local transportation, and insurance for the duration of the course, along with organized professional site visits, study materials, social programming, and a certificate of study.
INSURANCE OF PERSONAL BELONGINGS
MASHAV is not responsible in case of lost or stolen personal belongings. The participants will have medical insurance for the duration of their stay in Israel.
HEALTH SERVICES
Medical insurance covers medical services and hospitalization in case of emergency. It does not cover the treatment of chronic or serious diseases, specific medications taken by the participant on a regular basis, dental care, eyeglasses or the period of pregnancy.
Participants are responsible for all other expenses. Pocket money will NOT be provided.
Participants are responsible for their airfare to and from Israel. For information on international travel scholarships, please contact Israel’s mission in your area.

Completed applications in English only must be received at Rambam Medical Center no later than December 1, 2012.
All applications will be reviewed by the Organizing Committee and only 24 applicants will be accepted to the course.
Applications must be Typed in English and accompanied by Curriculum Vitae in English and a copy of the participants' medical degree.
The Course is not clinical, it focuses on Medical Organization
