The following are current guidelines regarding entry permits to Israel:
A. Israeli citizens with a valid Israeli travel document (passport or Laissez Passer) are allowed to travel to Israel without an entry permit
B. Every Israeli visitor and every foreigner, who has been approved for entry, is required to perform a PCR test within 72 hours prior the time of the flight to Israel.
C. Foreigners and Israelis who have not been vaccinated in Israel are obligated to be quarantined as instructed by the Ministry of Health. Travelers who present a vaccination certificate or a formal proof of recovering from COVID-19 will be required to perform a serological test in Israel at a clinic of their choice. A positive result in the serological test (confirming the presence of antibodies) may allow shortening the duration of quarantine
D. Foreigners who leave Israel before the end of the quarantine period, without a special approval from the Israeli authorities, violate the laws of the State of Israel and their next entry will be denied

Here is the full list of cases and guidelines for the purpose of applying for an entry permit to Israel:
1. Applications for entry permit must be submitted via the online form. A link to the form is provided in under every category in this page
2. Applications with missing documents will be denied and applicants will be required to resubmit a full form with all the required documents
3. Duration of processing an application takes up to 20 business days
4. Please make sure to send in the request 4 weeks before the flight date. The department cannot process earlier requests.

Base for the request: A Traveler who has a Parent who's an Israeli Citizen
Adult travelers may apply for themselves
Parents may apply for minor travelers.

C. The traveler's birth certificate (preferably with apostille seal)

If the traveler is minor and is traveling with one parent, the remaining parent must write a declaration stating their approval for the other parent to travel with the minor without their presence. The declaration must be signed in the presence of a notary public and must attach a copy of the remaining parent's ID

Base for the request: A foreigner who has a first degree Israeli family member (Israeli citizen or a permanent resident of Israel) that is currently in Israel
An application may be submitted for the foreign visitor, their spouse and their children to visit Israel- CHILDREN MUST BE VACCINATED OR RECOVERED FROM COVID-19! A PROOF MUST BE ATTACHED TO THE APPLICATION . All visitors must be fully vaccinated or recovered patients from COVID-19.

A. Photocopy of a passport or Teudat Zehut/Toshav of the first-degree relative residing in Israel
B. Photocopy of passports of all visitors
C. Proof of family connection between the foreign visitor and the relative residing in Israel and a proof of connection between the foreign visitor and their spouse and children (Official documents such as birth certificate, marriage, etc.)

May apply for the above reason only if the Israeli citizen/resident is currently in Israel or travels with the foreign spouse.

First degree only without spouses and for a stay of 24 hours for burial purpose only.

May apply for a permit for first degree or for the soldier/volunteer themselves

Base for the request: Students and Yeshiva Students
May apply for an entry permit through the Academic institution/Yeshiva or through the consulate. Visitor must have a valid Student Visa to Israel, otherwise, must apply for a visa and a permit during a physical appointment at the consulate.
Attention: Students / Yeshiva students with a valid visa to Israel may enter the country without a permit. To receive an examption from a permit, fill out the application HERE.

F. Approval from the Ministry of Health stating that the institution is approved to go back to physical classes (obtained from the institution)

All travelers must complete the following steps prior to arriving to the airport:
1. All passengers must take a PCR test 72 hours prior to boarding the flight to Israel. Passengers must show the result during check in. Passengers with no valid PCR test will be declined from boarding the flight
2. Fill out and print the following "traveler entry" declaration for each traveler.

* These two declaration are different from the declaration you filled out when applying for an entry permit – the "traveler entry" and "self-isolation" declarations are required for each traveler, regardless of nationality or citizenship
* The two declaration will be required at boarding and at landing. Traveler who won't have both declarations filled out will be delayed at the airport until completing both declarations!
