    “The Universal Periodic Review (UPR) is a unique process which involves a review of the human rights records of all UN Member States. The UPR is a State-driven process, under the auspices of the Human Rights Council, which provides the opportunity for each State to declare what actions they have taken to improve the human rights situations in their countries and to fulfil their human rights obligations.
     
    The UPR is the only universal mechanism that reviews the human rights records of all 193 UN Member States. The ultimate aim of this mechanism is to improve the human rights situation in all countries and address human rights violations wherever they occur.”
     
    Israel assigns great importance to the UPR process. We believe that if implemented properly, the UPR can be a useful instrument in promoting human rights worldwide. Israel regularly formulates recommendations[1] to States under review, and presented its three reports respectively on 4 December 2008, 29 October 2013, and 24 January 2018.
