Increased humanitarian aid to Gaza after IDF operation

    Since January 2009, 1,068,400 tons of aid, 139,118,433 liters of fuel and 52,580 tons of cooking gas have been delivered to the Gaza Strip.

     COGAT - Summary of humanitarian aid to Gaza 2009

    At the Cabinet meeting of 22 March 2009, the Government of Israel instructed the bodies dealing with the matter to enable the entry - without restriction - of foodstuffs to the residents of Gaza from all relevant sources, after it has been verified that they are indeed foodstuffs, and this in the framework of the humanitarian efforts. The Government directed that the foregoing be scrupulously implemented.

    Essential food products including meat, chicken and fish, grains and legumes, fresh vegetables, dairy products, oil, flour, salt and sugar, in addition  to animal feed, hygiene products, clothing, medicines and medical supplies are among the goods that are regularly delivered to Gaza.

    Note:  Gas for domestic use (cooking and heating) is supplied according to Palestinian demand and is not subject to any limitation by Israel. After the fuel depot at Nahal Oz was repeatedly attacked by Palestinian terrorists from the Gaza Strip, it was forced to limit its operations. The Kerem Shalom crossing has since been adapted to the transfer of fuel. In addition, a new gas line with double the capacity to transfer gas was built.

    Weekly summary of the Gaza crossings: 20-26 June 2010
    - 652 truckloads (14,110 tons) of goods were transferred to the Gaza Strip. Among the goods were school supplies, candy, toys, blankets, curtains, towels, and glass and wood for construction projects.
    - 591,807 liters of heavy-duty diesel for the Gaza power station  and 984 tons of cooking gas, in addition to 36,000 liters of gasoline for UNRWA, were delivered via Kerem Shalom crossing.
    - 276 Gaza residents (patients and their companions) entered Israel for medical treatment via Erez Crossing. 

    Weekly summary of the Gaza crossings: 13-19 June 2010
    - 660 truckloads (16,327 tons) of goods were transferred to the Gaza Strip.
    - 738,011 liters of heavy-duty diesel for the Gaza power station, 405,248 liters for transportation and 1024 tons of cooking gas, in addition to 35,000 liters of gasoline for UNRWA, were delivered via Kerem Shalom crossing.
    - 329 Gaza residents (patients and their companions) entered Israel for medical treatment via Erez Crossing. 

    Weekly summary of the Gaza crossings: 6-12 June 2010
    - 578 truckloads (12,007 tons) of goods were transferred to the Gaza Strip.
    - 1,215,037 liters of heavy-duty diesel for the Gaza power station and 962 tons of cooking gas were delivered via Kerem Shalom crossing.
    - 383 Gaza residents (patients and their companions) entered Israel for medical treatment via Erez Crossing. 

    Monthly summary for May 2010:

    2,644 truckloads of merchandise were delivered to the Gaza Strip, including 178 truckloads of clothing and footwear, and building materials: 45 truckloads of iron, cement and aggregates; and 103 truckloads of glass, wood profiles and aluminum profiles. 85% of the merchandise was for the private sector.
      
    4,465,245 liters of heavy-duty diesel fuel for the power station and 3,331 tons of cooking gas were delivered to the Gaza Strip, in addition to diesel fuel for transportation and gasoline.

    Movement:
    -  During the month 1,833 Palestinians crossed from the Gaza Strip into Israel, the West Bank and the Allenby Bridge crossing.
    -  81 Palestinian businessmen from the Gaza Strip participated in the Bethlehem investment convention.
    -  826 International staff members entered the Gaza Strip.
    - 1,777 permits were issued for medical cases - 890 patients and 887 companions, to receive treatment in Israel, the West Bank and overseas.
    - Permits were issued for the attendance of medical seminars, embassy visa interviews, and for travel abroad. 11 students with scholarships traveled abroad.
    -  33 diplomatic delegations entered the Gaza Strip during the month of May.

    Humanitarian projects
    -  Delivery of materials for the rehabilitation of the Al-Quds hospital (funded by France) continued.
    -  Tel Sultan pump station project – all the equipment was delivered and the project was completed.
    -  Equipment for UNRWA's "Summer Games" continued to be delivered.
    -  UNRWA housing project - Construction materials were delivered for the completion 151 residential units in Khan Younis.
    -  Approval was granted for the entry of medical equipment by USAID for 5 hospitals and medical facilities.
    -  92 containers were delivered to the Gaza Strip to be used as classrooms in UNRWA's schools.
    -  Materials were delivered for the rehabilitation of the sewage station.

    Weekly summary of the Gaza crossings: 30 May-5 June 2010
    - 484 truckloads (12,413 tons) of goods were transferred to the Gaza Strip.
    - 994,026 liters of heavy-duty diesel for the Gaza power station and 43,000 liters for transportation, as well as 44,500 liters of gasoline and 748 tons of cooking gas were delivered.
    - 373 Gaza residents entered Israel for medical reasons via the Erez Crossing. 

    Weekly summary of the Gaza crossings:  23-29 May 2010
    - 673 truckloads (16,375 tons) of goods were transferred to the Gaza Strip. This includes building materials (cement, aluminum, glass and wood profiles), books and toys for the children, and equipment for summer camps.
    - 1,054,168 liters of heavy-duty diesel for the Gaza power station, and 873 tons of cooking gas were delivered.
    - 402 Gaza residents entered Israel for medical reasons via the Erez Crossing.

    - 523 truckloads (13,517 tons) of goods were transferred to the Gaza Strip.
    - 938,127 liters of heavy-duty diesel for the Gaza power station, and 645 tons of cooking gas were delivered.

    - 637 truckloads (14,069 tons) of goods were transferred to the Gaza Strip.

    - 714 truckloads (17,060 tons) of goods were transferred to the Gaza Strip.
    - 1,535,777 liters of heavy-duty diesel for the Gaza power station and 293,796 liters for transportation, and 917 tons of cooking gas were delivered.

    Monthly summary, April 2010
    Although there was a slight decrease in the amount of goods delivered to the Gaza Strip in April due to the Passover holiday, the variety of the goods was expanded to include clothes and footwear and building supplies.

    A marked improvement in the transfer of cooking gas through the Kerem Shalom crossing was made this month, allowing more cooking gas to be delivered on a daily basis. Flowers were exported through the crossings to the European market. Money ($13.5 million) was delivered to UNRWA for the payment of salaries. The supply of electricity and water was maintained, as usual.

    Several humanitarian projects were approved:
    - The rehabilitation of Al-Quds hospital (funded by France)
    - The entry of medical equipment by USAID for five hospitals and medical facilities.
    - The transfer of 60 containers to be used as classrooms; 20 containers were delivered to Gaza during April.

    Movement permits:
    - 1,519 permits were issued for medical cases - 722 patients and 797 companions - to receive treatment in Israel, the West Bank and overseas.
    - 10 permits were issued for the attendance of medical seminars.
    - 130 permits were issued to travel overseas.
    - 12 students with scholarships traveled to Spain and Turkey.
    - 84 businessmen exited the Gaza Strip.

    Infrastructures:
    - Two truckloads of communications equipment, including 46 generators were delivered to the Palestinian Telecommunication Company and Jawal.
    - Six truckloads of electricity equipment, including 49 transformers, were delivered to the Palestinian Energy Authority.
    - 21 truckloads of equipment for the Palestinian Water Authority were coordinated, including 9 generators, spare parts and PVC pipes.
    - Over 5 million liters (5,278,798) of heavy diesel fuel for the power station were transferred. The production of electricity by the Gaza power station was reduced due to internal issues between the Palestinian Authority and Hamas regarding funding.

    Commercial goods crossings:
    - 2,405 truckloads of goods entered the Gaza Strip through the Kerem Shalom and Karni crossings, including:
        - 158 truckloads of clothes and footwear;
        -   34 truckloads of glass, 23 truckloads of aluminum profiles and 27 truckloads of wood profiles.
    - 5,278,798 liters of heavy diesel fuel for the power station, 99,500 liters of regular diesel for transportation, and 19,980 liters of gasoline were transferred.
    - 3,232 tons of cooking gas were delivered.
    - 293,796 liters of diesel fuel and 44,704 liters of gasoline were transferred to UNRWA.

    - 619 truckloads (13,593 tons) of goods were transferred to the Gaza Strip.
    - 1,461,000 liters of heavy-duty diesel for the Gaza power station and 293,796 liters for transportation, as well as 44,704 liters of gasoline and 919 tons of cooking gas were delivered.

    - 439 truckloads (10,983 tons) of goods were transferred to the Gaza Strip.

    COGAT Announcement - 25 February 2010
    Among the medical supplies regularly transferred to the Gaza Strip were a CT scanner--the first of its kind in Gaza Red Crescent hospitals-- brought to the Al-Quds hospital; elevator maintenance supplies which will allow for greater patient mobility at the Shiffa hospital; and spare parts for a mammography scanner that provides for the early identification of breast cancer.

    COGAT Announcement - 16 February 2010
    An elevator was transferred for use in the Al-Awda Maternity Hospital. The three-story hospital is located in Jabaliya and is used by all women giving birth in the Gaza Strip. 
     
    The transfer of the elevator was funded by the World Health Organization (WHO) following a formal request from the Quartet. COGAT coordinated the transfer of the elevator as part of the humanitarian efforts that are carried out on a daily basis, with an emphasis on matters of health, for the benefit of the citizens of Gaza.

    Weekly summary of the Gaza crossings: 3-9 Jan. 2010
    On January 7, the Kerem Shalom crossing was closed due to terrorist missile attacks. 
    - 431 truckloads (10,251 tons) of humanitarian aid were transferred to the Gaza Strip via the Kerem Shalom cargo terminal and the Karni conveyor belt. 
    - 2,011,581 liters of heavy-duty diesel for the Gaza power station  and 424 tons of cooking gas were delivered via the Kerem Shalom crossing. The Nahal Oz fuel depot is closed indefinitely. 
    - 359 Gaza residents entered Israel for medical reasons and 53 humanitarian cases crossed via the Erez Crossing.

    December summary

    •  Six more water desalination systems were transferred to the Gaza Strip;
    • 15 truckloads of cellular communications equipment were delivered to the Palestinian mobile phone carrier, Jawal;
    • Strawberries and flowers were exported;
    • Renovations at Erez crossing were completed;
    • Work continued at the Kerem Shalom crossing to improve the capacity of the fuel transfer facility.
    • 1713 medical permits were issued along with 519 permits to celebrate Christmas in Bethlehem.
    • 2654 Gaza residents crossed to Israel, the West Bank and the Allenby Bridge Crossing, and 169 Israelis crossed into the Gaza Strip for humanitarian reasons.
    • Glass was brought in for home repairs and renovations in preparation for the winter;
    • 750 tons of aggregate were transferred for maintenance of the North Gaza Wastewater Treatment plant.

    - 553 truckloads (10,900 tons) of humanitarian aid were transferred to the Gaza Strip via the Kerem Shalom cargo terminal and the Karni conveyor belt. 
    - 664,800 liters of heavy-duty diesel for the Gaza power station  and 561 tons of cooking gas were delivered via the Kerem Shalom crossing and the Nahal Oz fuel depot.
    - 353 Gaza residents entered Israel for medical reasons and 61 humanitarian cases crossed via the Erez Crossing.

    COGAT announces the successful transfer of six water desalination systems to the Gaza Strip: On Dec. 21, 2009, six advanced water desalination systems were transferred to the Gaza Strip. The transfer was coordinated by the Gaza Coordination and Liaison Administration (CLA) in accordance with the civil state policy toward the Gaza Strip, which aims to give a continuous response to the humanitarian needs of the Gazan civilian population.

    The systems are planned to supply good quality drinking water to 40,000 citizens, and were installed as part of a sewage water treatment project in the northern Gaza Strip, which is coordinated by the Gaza CLA in collaboration with the international bodies working in the Gaza Strip and the relevant Palestinian authorities.

    - 614 truckloads (13,406 tons) of humanitarian aid were transferred to the Gaza Strip via the Kerem Shalom cargo terminal and the Karni conveyor belt. 
    - 2,219,020 liters of heavy-duty diesel for the Gaza power station  and 767 tons of cooking gas were delivered via the Kerem Shalom crossing and the Nahal Oz fuel depot.
    - 284 Gaza residents entered Israel for medical reasons and 71 humanitarian cases crossed via the Erez Crossing.

    November summary:

    Contrary to persistent reports of a "siege" on the Gaza Strip, there is considerable movement of goods and people between Israel and Gaza. In November:

    • The amount of merchandise entering the Gaza Strip increased - over 64,000 tons (89% from the private sector and only 11% from the international community) of food, medicines, hygiene products, clothing, agricultural supplies, and cement.
    • Fuel: Almost 10 million liters of diesel fuel for the power station and over 1,100 tons of cooking gas were delivered to the Gaza Strip.
    • 7,000 heads of cattle were imported for the Eid al-Adha holiday.
    • 1,862 Palestinians crossed from the Gaza Strip into Israel, the West Bank and the Allenby Bridge crossing.
    • 848 International staff members entered the Gaza Strip.
    • 83 Israelis entered the G.S for humanitarian reasons.
    • The Erez Terminal renovations are almost complete on the Palestinian side.  All that is needed is the installation of the electrical wiring in order to complete the project.  This should be accomplished in December.
    • The Power Plant in Gaza received 12 new transformers as well as other electrical equipment.
    • The North Gaza Wastewater facility was discussed at several meetings between World Bank officials and members of the Palestinian and Israeli infrastructure teams.
    • Communications equipment was delivered to the Palestinian Water Authority. 
    • The IDF permitted the transfer of building materials to the Gaza Strip to facilitate the construction of a covered corridor (which opened the first week of November) to shelter Palestinians walking from the outskirts of Gaza City to the Erez Crossing.

    Since the beginning of 2009, the IDF has allowed over 4,000 Palestinians from Gaza, together with 3,600 escorts, to enter Israel (or via Israel to the West Bank) for medical treatment.The IDF has also issued over 18,500 permits for Palestinians to leave Gaza and enter Israel or travel overseas (statistics as of November 16, 2009).

    - 405 truckloads (9096 tons) of humanitarian aid were transferred to the Gaza Strip via the Kerem Shalom cargo terminal and the Karni conveyor belt.

    Despite ongoing rocket and mortar fire in to Israel, 14,299 tons of humanitarian aid, food commodities, medical supplies and supplies for the private and public sectors were transferred to the Gaza Strip via the Kerem Shalom cargo terminal and the Karni conveyor belt (5,370 tons of grain). All crossings were open from Sunday-Thursday.
    2,200,000 liters of heavy-duty diesel for the Gaza power station were delivered via Nahal Oz fuel depot. Also, following the resumption of delivery of domestic gas, 492 tons were transferred to Gaza.
    153 medical evacuations (including escorts) of Palestinians from Gaza to Israel took place via the Erez crossing, as well as 32 humanitarian cases.


    Weekly summary of the Gaza crossings - February 15-21, 2009
    Despite ongoing rocket and mortar fire in to Israel, 16,231 tons of humanitarian aid, food commodities, medical supplies and supplies for the private and public sectors were transferred to the Gaza Strip via the Kerem Shalom cargo terminal and the Karni conveyor belt. A notable decline in the amount of grain being shipped via the Karni conveyor is due to a reduction in Palestinian demand.
    2,226,000 liters of heavy-duty diesel for the Gaza power station were delivered via Nahal Oz fuel depot. The Palestinians resumed delivery of domestic gas and 388 tons were supplied to the Gaza Strip.
    101 medical evacuations (including escorts) from Gaza to Israel took place via the Erez crossing.

    February 6, 2009
    On February 6, 2009, 1,000 units of blood on the Lebanese ship Tali that illegally attempted to land in Gaza were transferred to the Gaza Strip via the Erez Crossing on a refrigerated truck provided by Magen David Adom. Transfer of the rest of the humanitarian aid on the ship will be coordinated with the international organizations operating in the Gaza Strip.

    UNRWA announced the suspension of all imports of aid into the Gaza Strip. During the night of 5 February 10 truckloads of flour (100 tons) and rice (200 tons) imported from Egypt for UNRWA were taken from the Palestinian side of the Kerem Shalom Crossing into Gaza. The suspension of imports will remain in effect until the aid is returned and the Agency is given credible assurances from the Hamas government in Gaza that there will be no repeat of these thefts.

    UN Secretary-General Ban Ki-Moon demanded that Hamas immediately release the UNRWA consignment of humanitarian goods it seized last night, in the second such incident this week, and to refrain from interference with the provision and distribution of humanitarian assistance in Gaza. The Secretary-General reiterates the Security Council's call (Resolution 1860) for the unimpeded provision and distribution throughout Gaza of humanitarian assistance, including food, fuel and medical treatment.

    168 trucks delivered 4,508 tons of supplies to Gaza via the Kerem Shalom and Karni crossings.

    February 4, 2009
    195 trucks delivered 5,367 tons of supplies via the Kerem Shalom and Karni crossings, including 3,160 tons of grain. In addition to supplies requested by international organizations, goods for the private sector included dairy products, canned food, oil, diapers, reproductive eggs, hygienic products, rice and 12 generators.
    441,000 liters of heavy duty diesel for the Gaza power station and 188 tons of cooking gas were transferred via the Nahal Oz fuel depot.
    UNRWA reported that yesterday (3 Feb 2009) Hamas armed assailants took at gunpoint 3500 blankets and 406 food parcels from the UNRWA distribution center at the beach refugee camp (Shati).

    218 trucks delivered 6,106 tons of supplies via the Kerem Shalom and Karni crossings, including 3,812 tons of grain. In addition to supplies requested by international organizations, goods for the private sector included dairy products, fruit, oil, reproductive eggs, rice, flour, diapers, animal vaccines, and equipment for reconstruction of the electric network.

    Despite rocket fire against Israel, the Kerem Shalom, Karni, Nahal Oz and Erez crossings were all open. Throughout the day, a total of 149 trucks with 4,577 tons of supplies were transferred to Gaza. 3,120 tons of grain were transferred via the Karni conveyor belt.
    In addition to supplies requested by international organizations, goods for the private sector included fruit, oil, toiletries and sugar.
    92,000 liters of heavy duty diesel for the Gaza power station were transferred via the Nahal Oz fuel depot.

    Janaury 28, 2009
    The Kerem Shalom, Karni, Nahal Oz and Erez crossings were all open. Throughout the day, a total of 174 trucks with 4,701 tons of humanitarian supplies  were transferred to Gaza, including also goods for the private sector - dairy products, fruit, and reproductive eggs. 3,116 tons of grain were transferred via the Karni conveyor belt. Also, 45,000 liters of heavy duty diesel for the Gaza power station were transferred via the Nahal Oz fuel depot.

    January 27, 2009
    Before the lethal terrorist attack at Kissufim, causing the immediate closure of the crossings, 243 tons of grain were transferred via the Karni conveyor belt. Via the Nahal Oz fuel depot 82,000 liters of heavy duty diesel and 25 tons of gas for domestic needs were transferred.

    January 26, 2009
    The Kerem Shalom, Karni, Nahal Oz and Erez crossings all operated. A total of 225 trucks with 6,192 tons of supplies were delivered. Following extensive maintenance work, the Karni conveyor belt resumed operation and conveyed 3,800 tons of different types of grain. In addition, 366,000 liters of heavy duty diesel for the Gaza power station, 122 tons of gas for domestic use and 188,000 liters of commercial diesel were transferred via the Nahal Oz fuel depot.
    A Jordanian military field hospital was conveyed to the Gaza Strip via the Erez Crossing in 33 trucks with 210 medical staff. The field hospital is to be established adjacent to the Shifa hospital.

    January 25, 2009
    The Kerem Shalom, Nahal Oz and Erez crossings were open. Throughout the day, 127 trucks laden with 2,610 tons of supplies were transferred at the request of UNRWA, the World Food Programme, UNICEF and a donation from Turkey. Also, 448,000 liters of heavy duty diesel for the Gaza power station and 137 tons of gas for domestic use were transferred via the Nahal Oz fuel depot. The Karni crossing remained closed due to maintenance.

    85 truckloads laden with 2,130 tons of food, medical supplies and raw materials were transferred to Gaza via the Kerem Shalom crossing.

    January 22, 2009
    109 trucks containing humanitarian supplies were transferred to Gaza via Kerem Shalom, and 84 trucks of grain via the Karni conveyer. In addition, 440,000 tons of of diesel fuel and 225,000 tons of domestic gas were transferred at the Nahal Oz fuel depot. 53 patients and escorts crossed into Israel at the Erez crossing.

    The Kerem Shalom, Karni, Nahal Oz and Erez crossings all operated. 181 trucks with 5,221 tons of supplies entered the Gaza Strip. At Karni, 3,600 tons of various grains were transferred via the conveyor belt. 456,000 liters of heavy duty diesel and 163 tons of domestic gas were transferred to the Gaza Strip via the Nahal Oz fuel depot.

    The Kerem Shalom, Karni, Nahal Oz and Erez crossings operated, enabling humanitarian movements and transfer of humanitarian goods into Gaza. 210 trucks laden with 6,489 tons of supplies were transferred to Gaza. 10 trucks with an Egyptian donation of 227 tons of flour entered directly into Gaza though Kerem Shalom. In addition, 443,000 liters of heavy duty diesel and 198 tons of domestic gas were transferred to the Gaza Strip via Nahal Oz fuel depot.

    January 19, 2009
    195 trucks laden with 4,946 tons of supplies were transferred to Gaza. 10 trucks with an Egyptian donation of 198 tons of flour entered directly into Gaza though Kerem Shalom. The ICRC facilitated the transfer of ten ambulances from the Palestinian Red Crescent Society in the West Bank to the Gaza Strip. 33 Palestinians left Gaza for medical treatment in Israel, including eight cancer patients.
    In addition, 537,100 liters of heavy duty diesel and 206 tons of domestic gas were transferred to the Gaza Strip via Nahal Oz fuel depot.

    The Unit for Coordination of Government Activities in the Territories reports daily on the general humanitarian situation in the Gaza Strip.

    Humanitarian aid includes food, medicines and medical equipment, tools and materials for esssential humanitarian infrastructures, and a certain amount of diesel fuel. Cement, sand, gravel and steel are not considered to be humanitarian aid.

    Different crossings are designated for different types of humanitarian aid:

    Karni Crossing:  grains such as wheat, barley, soy beans, corn, sesame seeds, animal feed and aggregate 

    Kerem Shalom and/or Sufa Crossing: food, hygiene products, tools and raw materials for essential infrastructures, medicines and medical equipment; and a myriad of other items - ranging from school books to wheel chairs - needed by the civilian population. Since January 2010, fuel is also transferred via Kerem Shalom.

    Nahal Oz: diesel fuel for transportation and for the local Gaza power station, petrol, and gas for cooking and heating, according to an assessment of civilian needs mandated by the Israeli court. [As of January 2010, the depot has been closed, due to repeated terrorist attacks from the Gaza Strip. The Kerem Shalom crossing has been adapted for the transfer of fuel.]

    Erez Crossing: two-way traffic of international organizations' staff between Israel and Gaza ; Gaza residents seeking medical treatment in Israel or the Palestinian Authority, together with the people accompanying them ("medical evacuations"); and Palestinian civilians with various humanitarian needs. This crossing is open six days a week, even when the other crossings are closed.
