The Israeli Citizenship Law requires the registration of children
up to 30 days from the date of birth, in accordance with the Population
Registry Law, section 11: "A resident who has a child born abroad must
submit a registration form within 30 days of birth, notifying their child's
details."
The marital status of the Israeli citizen must be up-to-date in the
Israeli Population Registry, before the child is registered.

In the event that both parents are Israeli and
unmarried, the parents are required to sign a form Affidavit
of recognition of paternity of a child born to a single woman.
·
In the event that one of the parents is Israeli
and the other is a foreign citizen and they are not married or their marriage
was not registered at least 300 days before the birth, the couple is required
to attach documents proving the sincerity of their relationship from at least
300 days before the birth. A complete list of admissible proofs is available at
the bottom of the page.

If the child is over the age of 16 and 4
months, their military status must be sorted. For more information, please

Status page.
·
The minor and at least parent (depends on the
case) are obligated to be present at the Consulate during the meeting.
Required documentation for the registration of an Israeli child
born abroad:
·
Both parents’ Israeli passport and foreign
passport
·
Notification of
the birth of an Israeli citizen born abroad form, complete and signed by both
parents.
·
Birth certificate in an international format (A
table with four languages that on is English) authenticated with an apostille
stamp, or Birth certificate in a language other than English/Hebrew
authenticated with an apostille stamp and then translated into English/Hebrew and
authenticated with an apostille stamp.
·
A letter of discharge from the hospital or a
signed letter from the obstetrician.
** If the birth
took place before 2005, there is no need for a letter. The mother can sign a
form declaring that she gave birth to the child abroad, this will be done at
the appointment in the presence of the consul.
Issuance of a first travel document for a minor
Submitting the request for the passport can be done at the same
appointment after the registration, if the child isn’t over the age of 16 and 4
months.
If the child is over the age of 16 and 4 months, their military
status must be sorted. For more information, please check the Military

Required documentation for issuance of a new travel document for a
Minor:
·
Completed application
form clearly
filled and signed by both parents.
·
Two up-to-date passport photos size 5 X 5 with
a white background.
·
Means of payment for the issuance of the new
travel document.
·
Both parents’ passports (Israeli and foreign)
·
The minor’s foreign passport (if there is any)
The new passport is usually issued on the spot, however sometimes
it can take 3 working days until a passport is ready. After which it will then
be possible to collect the document during reception hours 09:30-12:30 or have
the passport sent by registered mail (at an additional cost).
Admissible documentation in order to prove the sincerity of a
relationship
When one of the parents is not an Israeli citizen, the parents are
not married, or the marriage took place less than 300 days before the birth or
if the marriage was registered less than 300 days before the birth, the parents
are required to provide documents proving the sincerity of their relationship.
All documents need to have both partners names, and a date from at
least 300 days before the child was born.
Options 1-4 are considered 'strong' proofs.
• If there are two
'strong' proofs - at least two more proofs must be added from the list.
• If there is one
'strong' proof - at least four more proofs must be added from the list.
Strong proofs:
1. A contract of a shared residential apartment (rent or purchase),
which includes the names of both spouses.
2. Joint accounts: Bank account, Internet payments, telephone,
other accounts, tax payments - including both names of the spouses.
3. Legal marriage agreement (some countries have legal status of
spouses. In the State of Israel, a family court recognizes spouses as 'publicly
known').
4. Joint insurance policies: life insurance, home insurance and any
other insurance that includes the names of both the spouses, together.
Other proves:
5. Shared photos with dates on them.
6. Money transfers between one bank account and another (if the
spouses have separate bank accounts).
7. Joint subscriptions to cultural institutions (such as theater,
for example) and sports (gyms).
8. Affidavit given by Israeli acquaintances - evidence of
acquaintance with the couple jointly. A photocopy of ID card and contact
details must be attached with each recommender).
9. Proof of joint flights - boarding passes, booking flight
tickets.
10. Proof of joint bookings of hotels, resorts, RBNB apartments.
11. Purchase invoices of products, including the names of both the
spouses.
12. Additional proofs, not mentioned above, can be attached. They
will be examined by the Consul.
13. Any other document required, at the discretion of the Consul,
depending on the circumstances of the case.
